Construction Management
Optima has the ability to provide services during the design phase in the form of constructability reviews, coordination, and scheduling, and also during the construction phase in the form of general construction management and inspections. Stormwater Pollution Control Project – CDS Structures, Los Angeles, California
Designed and installed Continuous Deflective Separator for capturing gross pollutants from storm mains in downtown Los Angeles.
Stormwater Pollution Control Project – Low Flow Diversion Systems, Los Angeles
Designed and installed concrete diversion structures at the outlet of box culverts along Pacific Coast to divert low flow runoff to wastewater treatment plant.
Northup Way / 116th Avenue NE Railroad Crossing, Bellevue, Washington
Prepared plans, specifications, cost estimates for a one span precast pre-stressed concrete bridge over the Burlington Northern railroad tracks.
Site Development – Heron Landing, Kenmore, Washington
Prepared drainage study and stormwater management plan, street widening plan and site development plan for a multi-family housing project.
Bellevue Water Treatment Plant, Alberta, Canada
Design and contract administration of the water treatment system consisting of pressure sand filtration and gunite reservoir.
Cascadia Masterplanned Community, Pierce County, Washington
Infrastructure and entitlements for a 4700+ acre Employment Based Planned Community – land planning, roads, land use of 9500 lots, commercial (800 acres), parks, open space and trails, golf course, 7 schools, fire station, major power substation, storm, sanitary and water systems.
West Coast Reduction, Nanaimo, BC, Canada
Designed and prepared contract documents for saltwater cooling system consisting of inflow line, pumping station, marine intake and outfall.
Montecito Heights Storm Drain Extension, Los Angeles, California

Design of Canals and Pumping Stations, Dhaka, Bangladesh

Colluli Potash Mine Development, Danakil, Eritrea
As part of the Independent Environmental Health, Social and Safety Consultant (IESC) team, Optima staff members from Seattle, WA and Asmara, Eritrea prepared Environmental and Social Impact Assessment (ESIA) report and Bankable Feasibility Studies (BFS) report for the proposed sites for potash mine and desalination water plant.

Completion of Fremont Siphon Sewer Replacement Project, Seattle, Washington
Optima staff provided the Engineering Services During Construction (ESDC) for construction of two 60-in diameter tunnel under Lake Washington Ship Canal using a remote controlled micro-tunneling boring machine (MTBM). The project also included replacement of the 108-in sewer interceptor, 30-in combined sewer overflow (CSO) pipe and construction of a new odor control facility.

Elk River Pedestrian Bridge and Utility Pipelines and Rail Overpass, Sparwood, BC Canada
Managed the design of 500-ft steel bridge with water and sewer pipelines across Elk River and an overpass on CP railroad.
4th Avenue Drainage Improvement Project, Seattle
Realign and reconstruct street, extend storm drains, add new curb and gutter to alleviate local flooding along 4th Avenue and Lander Street in Seattle.
Sewer Trunk Main Extension, Sparwood, BC, Canada
Design a 3-km long 600 mm sewer main to the new treatment plant.
Wastewater Treatment Plant, Jalabad, Afghanistan
Detail design of an wastewater treatment plan for an industrial park in eastern Afghanistan. Project was for a 220 acre industrial park for metal and textile industries and included sewer collection network, a waste stabilization pond, a stormwater detention basin and a pumping station.
Stormwater NPDES Permit Implementation, Los Angeles
Managed the implementation program for City of Los Angeles’ first stormwater NPDES permit. Assignment included preparing the BMP manual for new development projects and construction, criteria for project selection, compliance monitoring and reporting protocol, templates for stormwater pollution protection plans (SWPPPs) and review, approval and inspection procedures for SWPPPs.
Water and Wastewater Improvement Project, Georgia
Provided services as Contract Engineer and Quantity Surveyor for the $120 million Urban Services Improvement Project for United Water Supply Company of Georgia. The project included design and construction of water collection, treatment and distribution system and wastewater collection and treatment system in 5 towns throughout Georgia.
Optima provided contract support to the project management team including construction progress monitoring and documentation, claims management, quantity check for change order requests and negotiations.
Sewer Treatment Plant Modification, Sparwood, BC, Canada
Install an Alfa-Laval centrifuge to produce sludge cake and a new conveyor system for loading on trucks for disposal.

Fremont Siphon Replacement and Odor Control Facility, Seattle, WA
Optima, in partnership with MWH/Stantec, provided the Engineering Services During Construction (ESDC) of two parallel 60-in dia. sewer pipes via micro-tunnelling using TBM under the Lake Washington Ship Canal. Project also included: replacement of 108-in dia. connector sewer interceptor pipes, construction of micro-tunnel launch and retrieval shafts, inlet and outlet structures and odor control facility. Tasks include submittal review, respond to RFI and review Change Orders. Project value: $30 million.

Microsurfacing Non-Arterial Streets, Seattle, WA
Optima provided inspection and documentations services to Seattle Dept. of Transportation (SDOT) for micro-surfacing of non-arterial streets in Maple Leaf, Georgetown and Arbor Heights neighborhoods. Project value: $1.5 million.
Block 2 Culvert Relocation, Redwood City, California
$3 Million construction contract to relocate 20 ft x 10 ft concrete box culvert in downtown Redwood City. Project scope included utility relocation, dewatering system, bypass channel, cast-in-place concrete culvert construction and surface parking lot restoration.
Warner Avenue Storm Drain Repair, Los Angeles
Installation of CIPP liner for rehabilitation of damaged storm drain in an hillside in West Los Angeles. Scope included site investigation, excavation, joint repairs, liner installation and replacement of junction box.
Construction of the Drainage Systems, Banda Aceh, Indonesia
Rehabilitation and construction of primary and secondary drainage networks as part of the tsunami recovery efforts. Project included reconstruction of 150 km of drainage canals (concrete channels,
culverts) canals, detention basins, and pumping stations. Budget: $52 million
Western Avenue Storm Drain Extension and Outfall, San Pedro, California
Construction of a 2-mile extension of the 30-inch storm drain and an outfall.
Cherrywood Sub-division, Sparwood, BC, Canada
Construction of streets, drainage system, water, sewer and street lights for a 42-lot sub-division.
Redwood Creek Wall Repair, Redwood City, California
Reconstruct concrete wall along Redwood Creek to stabilize bank.
Belmont Slough Dredging, Redwood City, California
Dredging of Belmont slough and repair the sluice gate to improve flow in and out of the Redwood Shores lagoons.
Riverbank Levee Repair and Construction, Bangladesh
Reconstruct riverbank levees, water control structures (sluice gates) and install bank protection system for protection against erosion.
Biosolids Composting Facility, Griffith Park, Los Angeles
Design and construction of a mechanically aerated composting facility to recycle wastewater biosolids from Hyperion Treatment Plant, green waste from street trees and animal manure from Los Angeles Zoo.
